Phil has dedicated his career to improving education for students of all ages. After working as a credentialed English teacher in public schools, Phil held a variety of roles in government and policy organizations where he advised governors, legislators, school board trustees, and district superintendents on education legislation and policy.

Currently, Phil works as the Vice President of Academics and Chief Academic Officer at William Jessup University, where he oversees the delivery of instruction and support services to over 1600 students in 50 academic programs. Phil’s prior roles at the university include Associate Provost, Dean of the Humanities, Arts, and Social Sciences, and Chair of Public Policy.
Phil has been active in his church in a variety of roles, including serving young adults, singles, and married couples. He was also executive director of a nonprofit organization focused on leadership development for college-aged students and business leaders, and has provided staff development training and human resources consulting to a variety of nonprofit organizations.
Phil has a law degree from Boston College, a master’s degree in Teaching and Curriculum from Harvard University, and a bachelor’s degree in English from the University of California at Berkeley. He has lived in Placer County for 17 years with his wife Lisa, a RN for Kaiser Permanente, and their three children, all of whom attend schools in the Eureka Union School District.
